Dr. Marietta Duncan believes in the empowerment of people to edify the Kingdom here on earth. Her further belief is that they understand the plan of God for their life. As Director of Public Administration and Assistant Professor within the School of Business, her commitment is to provide instructional guidance to students in both the classroom and online environment while implementing the vision of the university. Her directorship and oversight give her the opportunity to be a servant leader called to the work of ministry through education to do what pleases God.
Dr. Duncan’s career background includes 25 years of experience in both federal and state government. Her federal tenure began with DHS FEMA, where she served as a Contracting Officer Technical Representative (COTR) to major engineering firms such as Bechtel Engineering and CH2M HILL Engineering and Consulting. She was responsible for ensuring contract deliverables met federal compliance. Her federal employment also includes federal contracting with the United States Army Corp of Engineers (USACE) in Special Programs, where she was responsible for compliance with legal counsel statutes, federal regulatory requirements, and contract specifications and resolutions.
While in state government, she served with the Mississippi Development Authority in the Community Services division. Her field of expertise involved program design and financial analysis of federal government grant programs such as the HOME Investment Partnership Program, Community Housing Development Organization (CHDO), Emergency Shelter Grants Program (ESG), First-Time Homebuyers Program (FHP), and New Construction/Multi-Family Housing Units. She also served with the Building Communities with Sweat Equity effort in South Padre Island, where she provided oversight for a homeownership pilot project that engaged the homeowner recipients in understanding the importance of taking pride in home ownership. Together, the families and communities built and inhabited the development of 10 homes.
Dr. Duncan’s teaching philosophy can be defined by understanding that we (The faculty) are God’s fellow workers [His servants working together]; you (The student) are God’s cultivated field [His garden, His vineyard], God’s building. 1 Cor. 3:9 AMP. She also believes that the field of public administration prepares the student to fulfill the mandate in Matthew 25: “For when you have done this to the least of them, you have done it to me (Christ).”
She was born in Hattiesburg, Mississippi, and is the wife of Dr. Stevie C. Duncan. They are the proud parents of three children who are developing careers with the knowledge and understanding that He will direct their paths as they acknowledge God.

She is the founder of W.I.T.N.E.S.S. Women’s Ministry and the author of a Women’s Ministry Training Manual. A ministry that teaches women to operate in their Kingdom Power, understanding the need to exercise disciplines that establish their self-worth for the manifestation of evidence beneficial to accomplishing life goals.
